THE PRELIMINARY DISCUSSION OF THE SYSTEMATIC ENGINEERING OF EARTHQUAKE PREVENTION AND PROVIDING DISASTER RELIEF

In this paper, the ways and characteristics of the study of present earthquake prediction, eugineering seismology, seismic sociology and earthquake countermeasure have been discussed from the basic view point of the theory of systematic engineerrng.The necessity of applying the systematic engineering to the study of earthquake countermeasure is suggested.At the same time, the systematic engineerning of earthquake prevention and providing disaster relief has been discussed, and it is pointed out that it is a technics of affair engineering management, whoes object of study is large and moderate cities.Finally, the organization and commanding system of providing disaster roller, the standard level for commanding personnels and the data base of information related with the engineering have been deseribed.
