STRENGTHENING SCIENTIFIC MANAGEMENT TO RAISE THE COAGULATIVE FORCE OF LOCAL MASS OBSERVATIONAL RANKS

Through expounding four big functions of mass amateur earthquake observation and forecast ranks being as a main force of mass observation and prevention of earthquake hazard of local seismic departments, this paper analyzed the three big difficulties in mass observation ranks in the local seismic department in Shanghai region.According to the background of seismic activity and the demand of reform and opening to the outside world of Shanghai region, the authors considered that the prevalent four big motion mechanisms of enterprise management of today should be introduced to the local seismic mass observation ranks to give the mass observation ranks a new vigour, to raise its coagulative force, to make the mass observation ranks in this region really become a main force of local mass observation and prevention of earthquake hazard and to meet the challenge of new situation.
