A DISCUSSION OF THE RESTRICTIVE FACTOR AND ITS REFORM COUNTERMEASURES IN LOCAL SEISMOLOGICAL RESEARCH WORK

In this paper, it is instanced and explained that the local seismic scientific and technological ranks is an important force, but there is a disparity compared with the special seismic scientific and technological ranks, because there are many restrictive factors in the local ranks.In order to have a full scope of the local seismic scientific and technological ranks, it must be reformed.Coordination and unity in the cognition, orgnigation and step are necessary so as to achieve a real combination of specialists and masses, up-and-down.
