Research on the Maturity of Public Service for Earthquake Prevention and Disaster Reduction

According to the current situation of public service for earthquake prevention and disaster reduction, a five level maturity model of public service for earthquake prevention and disaster reduction is proposed, and a capability framework composed of 4 capability domains, 12 capability subdomains and 35 capability items is proposed. The evaluation methods of capability items, capability subdomains, capability domains and capability maturity of public service for earthquake prevention and disaster reduction are specified, and the applicable scenarios are given. It provides a reference for the construction, measurement and evaluation of public services for earthquake preparedness and disaster reduction.
