加强科学管理,增强地方群测队伍的凝聚力

STRENGTHENING SCIENTIFIC MANAGEMENT TO RAISE THE COAGULATIVE FORCE OF LOCAL MASS OBSERVATIONAL RANKS

  • 摘要: 通过对群众业余地震测报队伍作为地方地震部门群测群防的主力军应具有的四大功能的阐述,分析了当前上海地区的地方地震部门在群测队伍管理上存在的三大困难。根据上海地区地震活动背景和为适应改革开放的新形势的要求,笔者认为,应在地方地震群测队伍的管理中引入当今企业管理中流行的四大运行机制来赋予群测队伍新的活力,增强其凝聚力。使本地区的群测队伍真正成为地方地震群测群防的主力军,迎接新形势的挑战。

     

    Abstract: Through expounding four big functions of mass amateur earthquake observation and forecast ranks being as a main force of mass observation and prevention of earthquake hazard of local seismic departments, this paper analyzed the three big difficulties in mass observation ranks in the local seismic department in Shanghai region.According to the background of seismic activity and the demand of reform and opening to the outside world of Shanghai region, the authors considered that the prevalent four big motion mechanisms of enterprise management of today should be introduced to the local seismic mass observation ranks to give the mass observation ranks a new vigour, to raise its coagulative force, to make the mass observation ranks in this region really become a main force of local mass observation and prevention of earthquake hazard and to meet the challenge of new situation.
