Abstract: China is one of the countries severely affected by natural disaster.During the emergency management of natural disaster in our country, as the provider of public service and administrator of the pubic affair, government should play the mostimportant role and initiate the leading function.In addition, the nonprofit NGO (non-governmental organization), with some of its instinct character, could also play the complementary role in taking precautions against and reacting the natural disaster for government.Therefore, participation of NGO could provide a new analysis aspect of researcher for emergency management of natural disaster.The results may provide useful references for the theory and practice of participation of NGO in emergency management of natural disaster in China.
