Abstract: In this paper, it is instanced and explained that the local seismic scientific and technological ranks is an important force, but there is a disparity compared with the special seismic scientific and technological ranks, because there are many restrictive factors in the local ranks.In order to have a full scope of the local seismic scientific and technological ranks, it must be reformed.Coordination and unity in the cognition, orgnigation and step are necessary so as to achieve a real combination of specialists and masses, up-and-down.
